The portal applies a governed lifecycle for artifacts (data elements, value sets, mappings) to ensure transparency, minimize breaking changes across releases, and document decisions and impact prior to publication.
Outcome: traceable change, better interoperability, and implementable mappings (FHIR/OMOP/NPHIES).

Every change is logged with rationale, decision, effective date, and impact on mappings/APIs/reporting.

Review rules
Reviews cover: definition quality, value sets (if any), mappings (FHIR/OMOP/NPHIES), and publishing/access policy.
Ownership & SoT management
Each artifact clearly shows source of truth (NHIC/CHI/MOH/…), whether content is referenced or hosted,
access tier with rationale, source links, version/effective date, and full change history.
